‘Jahiz’ is an interactive digital platform for empowering federal government employees with emerging skills for the future.
‘Jahiz’ aims to enhance the UAE Government’s readiness through upskilling all government talents with 20 major future skills. It seeks to help government employees keep pace with the rapidly changing world and the emerging trends that will impact the future, so that they can support the performance, productivity, efficiency and future readiness of the UAE Government.
Its objectives are to:
‘Jahiz’ covers four main groups of skills and 20 sub-skills through more than 90 modules. The groups are:
Cyber security, digital transformation, blockchain, cloud computing, programming, Web 3.0 and metaverse

As employees develop their skills, they earn badges and build their ‘Future Skills’ wallet. The wallet represents a personal digital file of every employee and is linked to his/her performance management system, through which badges are earned and tracked.
‘Jahiz’ was developed in partnership with leading government entities and global companies who will provide, through the ‘Jahiz’ platform, distinct content that will enable employees to acquire the most important future skills.
It brings together 15 strategic partners including UAE government entities such as Cyber Security Council and Ministry of Climate Change and Environment, and leading international companies such as Microsoft, Accenture and MindValley.
The platform presents its specialized online content in both Arabic and English languages.

Telecommunications and Digital Government Regulatory Authority (TDRA) launched the TDRA Virtual Academy, known before as the Smart Government Virtual Academy with the aim to provide training and learning courses in the fields of business, information technology and soft skills.
Offered courses are beneficial for anyone seeking to develop his/her knowledge and skills in the growing field of ICT and innovation. Thus, it could be of as much benefit to a student as it could be to a fresh graduate, a budding entrepreneur or the head of an organization. Courses are designed for learners of all skill levels and from all backgrounds.
The academy has more than 50 online courses available for free in the mentioned fields. Training services may be provided in different formats which include on-site instructor-led sessions, virtual instructor-led, online sessions and self-paced training.

The initiative aims to develop the employees’ knowledge, skills and capabilities, so that they can cope with the rapidly changing needs of global labour market.

The Training and development system for federal government employees system aims to provide comprehensive development opportunities to federal government employees and enhance their level of competency to meet the challenges of the changing work requirements. The system is connected with the performance management system, which identifies the actual training needs in terms of the employee’s development in all behavioural, professional and scientific aspects. The forms of training include training courses, education leaves, secondment, rotations, forums, conferences and job shadowing.
The government portal for knowledge, ‘Maaref’, (Arabic for knowledge) aims to identify the best training providers in the UAE and make them available to ministries and federal government entities to provide their services and training programmes to government employees at competitive prices and/or free of charge.
In order to develop the capabilities of government employees, FAHR developed the ‘Qudarat - Capability Framework’ to streamline the employee assessment process at the federal government level. FAHR prepares a list of the best capabilities assessment service providers in the UAE and makes it available to the ministries and federal entities seeking to measure their employees’ capabilities for further improvement.
The eLearning gate aims to provide eTraining to the federal government employees on the Executive Regulations of Human Resources Law and Code of Ethics and Professional Conduct Document for Civil Service.
The training programs bank aims to enable federal entities’ and ministries’ employees to select electronically the training courses that are suitable to their needs through the electronic development and training system available in the Human Resources Information Management System (Bayanati).
Specialized training certificates calendar aims to help federal entities to invest their training budgets in specialized training programmes, which provide specialized professional certificates to employees. The calendar creates a federal database of accreditors, which employees can access easily.
The ‘Maharati’ system, is a healthcare eLearning and management system launched in 2018 by Ministry of Health and Prevention (MoHP) at the Training and Development Center in Sharjah. The ‘Maharati’ system aims to develop the employees’ abilities to adapt to industry changes within the framework of continuing education and training.
The system automates the management of the health training courses, from measuring individual development training needs to registration, planning, attendance management, ending up in certification and programme evaluation. In addition, the system allows enrollment, launch of new eTraining programmes, introduction of integrated programmes and eLearning resource management.
The eLearning training course modules have been developed internally and designed specifically for the MoHP staff in coordination with international academic and training partners. To reach all MoHP employees, the intelligent and interactive system uses a contemporary eLearning method to empower them and ensure suitable training excellence and efficiency.
The ‘Maharati’ system is based on the famous Moodle learning management system used by the world’s most famous universities and educational institutions to automate the training management system as well as make the training programmes available at any time. In addition to Maharati, many training programmes in the system have been approved by the American Heart Association, the European Resuscitation Council, the Monash University, the American University of Beirut, and other relevant parties.
