Digital Transformation in Healthcare: How MoHAP is developing smart health services

Inspired by the UAE Digital Government Strategy 2025, which aims to establish a smart government model that simplifies processes, reduces requirements, and enhances customer satisfaction efficiently and proactively, the Ministry of Health and Prevention has adopted digital transformation as a fundamental part of its strategy to improve healthcare services and boost the efficiency of the healthcare system. 

As part of this vision, the ministry has re-engineered a wide range of operational processes to become fully digitised. From medical licensing systems-now accessible entirely online without the need for in-person visits-to the integration of AI and machine learning in inspection and compliance processes, these innovations help MoHAP ensure the highest levels of safety, transparency, and regulatory adherence.

Additionally, the ministry has made significant progress with its National Unified Medical Record (NUMR) platform, a major pillar of its smart transformation efforts. This system gives healthcare professionals instant access to accurate patient information, boosting the quality of care, reducing unnecessary tests, and enabling faster, more informed treatment decisions.

In parallel, the ministry is increasingly using big data analytics and artificial intelligence to not only enhance evidence-based policymaking, but also optimise the distribution of health resources, monitor the spread of chronic and infectious diseases, and improve public health outcomes across the UAE.

This transformation goes beyond just digital infrastructure. It is fostering a digital organisational culture, empowering national teams to innovate, and engaging with customers in a smarter, more effective way. This is in line with the national efforts to create a paperless government, barrier-free services, and a healthy, digitally driven society.

What the Ministry of Health and Prevention is accomplishing today in digital transformation is a testament to how technology can be harnessed to upgrade people's lives, develop healthcare quality, and accelerate the growth of a smarter, more sustainable health system.
