The Universal Postal Congress is the highest decision-making forum of the Universal Postal Union (UPU), a specialised agency of the United Nations responsible for cooperation between postal sector players. The 28th Universal Postal Congress will take place in Dubai from 8 to 19 September 2025 under the theme "Leading Change, Creating the Future."
