The Universal Postal Congress is the highest decision-making forum of the Universal Postal Union (UPU), a specialised agency of the United Nations responsible for cooperation between postal sector players. Convened every four years, the Congress sets the UPU's overarching strategy, reviews and updates the treaties and regulations governing international postal exchanges, and adopts the technical and operational standards that guide the next cycle, ensuring alignment among member states.
The 28th Universal Postal Congress will take place in Dubai from 8 to 19 September 2025 under the theme "Leading Change, Creating the Future." It comes at a pivotal juncture for postal and logistics services, where e-commerce intersects with digital governance, artificial intelligence raises new opportunities and responsibilities for data management and security, and sustainability imperatives meet last-mile efficiency.
