Etihad Water and Electricity Company (EtihadWE), in
collaboration with the UAE Government Excellence Programme, organised the Fifth
Zero Bureaucracy Forum at the Etihad Water and Electricity Museum in Ras Al
Khaimah. The forum was held in line with the directives of His Highness Sheikh
Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE
and Ruler of Dubai, as part of ongoing efforts to enhance the efficiency of
government services and accelerate procedures.
The forum was attended by His Excellency Suhail Mohammed Al
Mazrouei, Minister of Energy and Infrastructure and Chairman of EtihadWE, and
His Excellency Mohammed Bin Taliah, Chief of Government Services of the UAE
Government, along with senior government officials and media representatives.
In his keynote address, the Minister emphasised that the
forum forms part of a continuous national journey to modernise government
operations, noting that the Zero Bureaucracy Programme has proven its ability
to enhance flexibility and integration among government entities, while
empowering the community to participate in evaluating services and measuring
their real impact. He explained that during the second phase of the programme,
EtihadWE launched more than 60 initiatives, eliminated over 2,100 procedures,
and re-engineered key services-most notably the payment service, whose steps
were reduced from nine to just three.
He added that EtihadWE bears a pivotal responsibility
within the programme, given its vital role in providing essential services to
more than two million residents in the Northern Emirates. He noted that the
current zeroing cycle included 10 initiatives powered by artificial
intelligence.
The adoption rate of digital channels has exceeded 90%,
more than 25,000 customer hours have been saved, and customer satisfaction has
increased from 78% to over 90%.
The Etihad Water and Electricity Museum, located within the
Saud bin Saqr Energy and Innovation Park, is considered one of the most
important landmarks documenting the history of the water and energy sectors in
Ras Al Khaimah.
The site dates back to the historic Al Burairat Station,
established in the 1960s, which was one of the primary water sources for the
emirate's residents prior to the formation of the UAE. Locally known as "Tawi
Al Burairat," its main well served as the region's principal water source for
centuries.
The site later hosted the first administrative rooms,
reservoirs, and offices related to the water sector, before coming under the
supervision of the Ministry of Electricity and Water, and subsequently
EtihadWE. Over the following decades, the station was developed and connected
to new production and distribution centres, becoming one of the most
energy-efficient desalination plants in the UAE, with minimal water loss.
As infrastructure expanded and the station was integrated
into larger networks, the site evolved into a major distribution hub before
being rehabilitated as a museum documenting the successive stages of sector
development, showcasing the history of electricity and water in Ras Al Khaimah
from the 1960s until 2020.
The Saud bin Saqr Energy and Innovation Park also includes
a Proof-of-Concept laboratory, dedicated to testing new ideas and smart
solutions in the water and energy sectors, further reinforcing EtihadWE's
position as a leader in government innovation.
The forum programme featured official speeches,
knowledge-sharing presentations by several entities, and a main panel
discussion moderated by media professional and content creator Marwan Al
Shehhi. The event concluded with a group photograph in front of Al Burairat
Well Fort.
