The Shabahana Initiative during the 2025 Hajj Season

Subject of Consultation:

The "Shabahna" Initiative is a program launched by the General Authority of Islamic Affairs, Endowments & Zakat in the UAE. It is part of the Zayed Hajj Program for the 1446H/2025 season and aims to provide a distinguished Hajj journey for pilgrims from the UAE, following the highest standards of organization and service, with special consideration for senior citizens and individuals with chronic illnesses.

Anticipated Decisions Arising from Implementation:
1.covering healthcare, transportation, and on-site assistance.
2.Prepare a qualified team of preachers and administrators to accompany this group and provide direct religious and guidance support.
3.Allocate dedicated service routes and prepare facilities suited to the conditions of the targeted pilgrims.
4.Adopt new performance standards for service providers based on precise quality assessments.

5.Conduct field monitoring and comprehensive evaluation of the initiative to improve and expand it for future Hajj seasons. Expected Outcomes:

1.Achieve the satisfaction of pilgrims and their families by addressing the details of their journey and their special needs.
2.Strengthen the UAE's image as a leading nation in caring for its pilgrims, especially the most vulnerable groups.
3.Provide an exemplary Hajj experience-both humane and organizational-that reflects the values of compassion, care, and solidarity established by the late Founding Father Sheikh Zayed, may Allah have mercy on him.
4.Extract practical lessons that can be scaled and enhanced for future Hajj seasons, contributing to improving service quality.
5.Support the objectives of the National Strategy for Quality and Community Care by integrating priority groups into major organizational plans.
