The DataCiteUAE Alliance in the United Arab Emirates

The DataCiteUAE Alliance represents a pioneering strategic step to strengthen the research infrastructure in the United Arab Emirates and to support its academic, cultural, and scientific institutions in linking their outputs to persistent digital identifiers (DOIs). The National Library and Archives joined the DataCite community in early 2025 to establish this national alliance, which contributes to developing a more integrated research ecosystem, promoting open practices, and enhancing the visibility and accessibility of research outputs at both regional and global levels. The DataCiteUAE Alliance provides an advanced framework for managing digital identifiers for research and cultural outputs, including university theses, scholarly articles, reports, datasets, books, images, digital materials, physical collections, and other resources. These identifiers help institutions enhance the quality of academic citation, ensure link persistence, and improve access to knowledge and its reuse. Purpose of the Consultation: This consultation aims to engage institutions, researchers, and stakeholders in evaluating and developing the services of the DataCiteUAE Alliance to strengthen its role in enabling the national research ecosystem through the following objectives: Strengthening the national research infrastructure: Ensuring that the Alliance's services meet the needs of knowledge-producing institutions and enable the effective integration of DOIs into their digital systems. Improving the experience of participating institutions: Gathering feedback from the research community on service usability, clarity of procedures, technical support provided, and enhancing the DOI assignment and management experience. Expanding national participation: Supporting the onboarding of new institutions into the Alliance and increasing the utilization of DataCite's infrastructure, thereby reinforcing the UAE's position as a leading adopter of open research practices. Enhancing visibility and dissemination: Strengthening institutions' ability to publish and link their outputs to the global scholarly ecosystem, contributing to increased citations, improved access, and greater research and cultural impact. Role of the National Library and Archives as the Alliance Lead: As the national coordinator of the DataCiteUAE Alliance, the National Library and Archives undertakes the following responsibilities: Representing UAE institutions within the global DataCite community. Managing national governance of digital identifiers and developing relevant policies. Supporting member institutions in implementing technical and procedural requirements. Participating in steering committees and general assemblies to represent the UAE in relevant international initiatives.
