The new Federal Decree-Law on Higher Education: a major step forward for the UAE's higher education ecosystem

Higher education and scientific research worldwide are at a turning point, driven by rapid technological and economic change, the rise of AI and shifting learning models aligned with future job market needs. Against this backdrop, the UAE's Federal Decree-Law on Higher Education and Scientific Research marks a new phase in the sector's development, reflecting a clear and forward-looking vision for the future of higher education in the country.

Beyond establishing a comprehensive regulatory framework, the Decree-Law signals a shift in higher education philosophy from procedures and inputs to value, outcomes and impact. Its goal is not only regulation, but empowerment; enhancing global competitiveness, supporting the national economy and preparing national talent for the future.

The Decree-Law introduces modern governance into higher education through unified national frameworks that ensure quality, transparency and healthy competition among institutions.
