Zero Bureaucracy: Faster Services, Better Customer Experience

The Ministry of Health and Prevention (MoHAP) has made significant progress in transforming its service ecosystem, guided by a modern government approach that places customers at the heart of service delivery. Through the implementation of the Zero Bureaucracy Program, to establish a proactive and agile service ecosystem that anticipates and fulfils customer needs, exceeds expectations, and sets a benchmark for global best practices. 

The Zero Bureaucracy approach is founded on the comprehensive redesign of government services and their underlying processes. It focuses on eliminating unnecessary procedures, removing repetitive requirements, reducing service completion times, and redesigning the customer journey to deliver a simpler, more seamless, and efficient experience.

The approach also strengthens digital integration across government entities, enabling effective and secure data exchange and embedding the "Once-Only" principle, whereby customers are not required to provide the same information more than once. Ultimately, it aims to establish an integrated, interconnected, and proactive government service ecosystem centred on customer needs.

As part of the program's implementation, the Ministry has introduced a number of flagship initiatives designed to streamline healthcare and administrative services. Among the most prominent is the 'Ajr Wa Aafy' bundle, which brings together six integrated services, including sick leave, medical reports and medical fitness examinations for newly recruited employees. The bundle serves more than 100,000 beneficiaries, comprising federal government employees and candidates seeking federal government employment.

The transformation journey is informed by digital customer feedback, user experience (UX) testing, customer and partner councils, focus groups, and a broad range of interactive co-design initiatives, ensuring that services are developed in collaboration with customers and stakeholders. 

This approach has included dedicated customer councils and user experience (UX) labs involving a wide range of customer groups, including People of Determination, ensuring that services are more inclusive, accessible and responsive to different needs.
